Why do wars recur: hobbes believed that the state of nature makes war inevitable, state of nature: no hierarchy, no government, no king, no consequences for wrong actions. How do states protect themselves in an anarchical world: power. Paul kennedy, the rise and fall of great powers: states seek relative power. Durant and durant: peace is an anomaly. Wars recur because the international system is anarchical and all states must fight for more power than the others so as to protect themselves.
