Powerful groups are generally able to create norms and laws that suit their interests. Less powerful groups are usually unable to do so. Powerful people can define what crime is and is not. Street crime/ white collar crime (types on physical note) Women movement/ power and crime against women. Crime rate = (# of crimes per year / population) x 100,000.
