Power elite: idea that a small group of power holders is consistently able to get what it wants. Pluralism: theory that as long as competing groups have sufficient power to participate, the final outcome of any policy or political controversy will reflect the general preferences of the majority of the citizens. Critics : too narrow of view of nature of power b/c applicable only when there is obvious observable conflict .
