From a tropical wave off the coast of africa, developed into a tropical depression. Thunder storms draw heat from the ocean surface. Tropical depression = small storm with centre of low atmospheric pressure, in the warm waters the water evaporates and cools forming clouds and releasing heat energy, sucking up more warm air. Generates strong winds that go upwards, that flatten out once they hit stratosphere, influenced by earths rotation start turning counter-clockwise. New orleans originally built on high ground (present-day french quarter) Innovation of pumping system helped to fuel expansion of city into surrounding former flood plains. Construction of levees done to help prevent flooding, both earthen (originally built by prison workers) and then newer concrete ones by the army. Essentially there are no real plans for situation where the levees fail and there is immense flooding within the walls, as they are designed to keep water out and not really deal with it once it is in.
