French revolution was a messy event, social, political and economical upheaval. June 1791, the king is not onboard and does not support reform. France is bankrupt and there is no money to keep the economy going, reason is the unreformed france. Nobles, church don"t pay tax the main tax payers are the peasants. France"s financial system is more like the medieval ages, people in high caste order do not pay any tax thus a loss of capital for the treasury. Jaques necker, jacques turgot, told the king many times to raise taxes and to tax other people in society and mobilise the 15% of wealth by taxing the church in order to raise money for its wars. Calonne and brienne both agree with the previous view. 1788, time of depression in france, economy shifting more to exporting of goods. Agricultural disaster, weather destroys crops and fields.
