Napoleon developed many new policies and laws during his 12-14 years as a ruler: napoleonic code, civil code, etc. There is logic in what napoleon did in france, but his goal for the whole of europe is very unclear: total domination although that will never work seems to be his main goal. Military strength and revolutionary ideology come together to explain the french success. The military had been recast and essentially remade by the revolutionary ideas: 1795-96 the armies came together as functioning structures, soldiers were fighting to defend the nation of france. Napoleon was able to capture the passion in the word nationalism.
