It was decided that after the wall, germany would be divided up to the 4 countries, but would rule jointly. Didn"t really work: soviet union (red army) wasn"t really willing to pull back and let them have it, everyone agreed that germany should pay reparations (especially to the soviet. Union) but they all disagreed on what reparations would be: soviet union took that as taking everything, joint administration of germany and berlin had collapsed. Fear was that due to the side e ects of the war, people would chose the communist way instead of the capitalist way which was in part responsible for the side e ects. Western occupation zones merged (1947: the british and the usa joined up their portions of germany, france eventually joined them as well, called bizonia. It eventually ended up in 2 parts, with berlin split between the western allies and the soviet union.
