The northern government wasn"t strong enough- they were hoping by 1956 these elections would happen but they didn"t think it would happen. Truong chinh- the general secretary of the communist party; he"s the one they weren"t corrupt or people who were unwilling to break up with land. It quickly got out of hand- landholders were accused of everything even if. Landholders would have to divvy up their land, punish abusive landholders. Numerous people were tried and executed for crimes they may or may not who initiated the land reforms. They economy was backwards because of what the french had been doing.
