A lot of people moved into urban centres - problems because they were not prepared for influx. White middleclass reformers (medical professional, clergy, social workers; people who wanted to fix quality of life in city) not politicnas -didn"t care. Believed cause of problems were working class people; not industrialization. Easy to blame on working class and immigrants. If they improved quality of people, problems will be solved. Felt working class people, poc, immigrants = morally inferior. Instead of correcting problems, easier to criticize people who were morally inferior. People who would survive industrialization were meant to survive. Those who died were meant to die. White middleclass people believed inferior people would fade off - not fit enough to survive. Tired to solve problems through education, lobbying, legislation, philanthropy, beautifying city. Did good work but classist and racist. 19th century - how to avoid and not speaking about sex; obsessed w all things sexual.
