He wanted to appeal to the leaders of the business community to work together. He wasn"t going to advance any particular agenda. He summoned business leaders to the white house, he got them to pledge maintain the current level of employment and the same wages. He called on municipal and state and asked them to create public projects. In 1931 us steel and general motors broke their pledges. Very well suited to lead the us in the great depression. He believed that he belonged in the presidency. He was a distant cousin to theodore roosevelt - tried to emulate him fdr was a democrat not a republican. This took a very cockey man and humanized him. But it didn"t leave him down and out. He was able to join popular leadership with a greater sense of national purpose.
