A systematic study that is designed, conducted, & reported in order to assist a client group to judge and/or to improve the worth and/or merit of some object of interest (shinkfield, 1985, pp3-8, 47) Evaluation is the describing of the object of interest so its worth and merit can be judged (beazley, 1996) Worth = whether or not object/program is needed. Merit = whether or not object/program is good. Process of collecting and using information to guide decision making. To make confident program decisions based on systematically collected information, rather than guesstimates (myers, 1999) Determine if goals & objectives of program are met. Figure out if program is being implemented as intended hiring qualified implementers. Figure out if changes need to be made along the way.
