It is the collective ability to respond in a positive way. Examples of issues, toxic wastes, clean water, access to foodl, etc. What are the characteristics of a community that help them to respond. What kinds of skills and transferable knowledge help them to move forward. Leadership need to have affective leaders that can mobilize the community. Need to be leaders that care about environmental health issues. Participation most effective efforts come when you can foster broad participation. Skills the more, and more diverse, skills you have the more you can get done. Communication skills, outreach skills, scientific skills, political skills, etc. Resources money can help but this is also human resources and social resources (people that have a lot of connections).
