Democratic the more we involve the public the more democratic the society is, we should encourage public participation because it maintains and develops strong democracy. Helps people to fulfill their obligations as a citizen. If people realize how much rationing goes on, they might think twice about how much of the health care system they use. Making the process more transparent might make people see a more realistic view of what the health care system can offer them use system more responsibly.
