Or an international body that is communicated to different countries: sabatier & maxmanian"s 6 necessary and sufficient conditions for effective policy. Clear & logically consistent objectives: having a clear objective is necessary to guide the implementation process. Adequate causal theory: there is some evidence/reason that the implementation is going to have the effect that you want it to have. Committed, skillful implementation official: not very often that this is the case. No changes in socioeconomic conditions: all 6 of these happening is fairly unlikely. Top-down implementation: hogwood & gunn preconditions for perfect implementation.
