Very little anti-discrimination laws prior to wwii at federal or provincial level, laissez-faire regulations and discriminatory attitudes in politics. Un universal declaration of human rights post wwii led to hr acts: 1944 ontario racial discrimination act, 1947 saskatchewan bill of rights, quasi-criminal many judges still did not see it as a full crime. 1960s ontario human rights code and commission to administer a complaint procedure: other jurisdictions followed. 1977 canadian human rights act created the canadian human rights commission (chrc: emphasized negotiation and conciliation but does have an avenue for litigation through the canadian human rights tribunal (chrt) As a piece of legislation, alberta code (as an act of government) is subject to the charter and was found underinclusive charter challenge (s15) Read into charter and legislation (analogous alteration) that sexual orientation.
