If mechanisms of control are challenged in one spatial location, they simply move to another location: wedge politics, religion and politics were not the same until the late 1980s. Symbolic centres of power: can create through terror symbolic systems that can distrubt power. Fluid, flexible, decentralized: end of the industrial age. Individuals don"t own the major institutions on the stock market. If power is decentralized, then response should include decentralized responses.
