There is almost always a monetary agenda behind law making eg. alcohol and marijuana. Marijuana would be difficult to regulate and sell if it was legal because people could grow it themselves. The lay person sees justice as the outcome being fair. In the perspective of someone within the justice system, they would see justice as giving a fair shot a chance to be considered equal.
