Useful tool used when we are worried about the legitimacy of two states going to war, think about the analogy of two individuals: preemptive attacks. B) walzer"s on preemptive attacks = are attacks that are responses to immediate threats there has to be sufficient threat for this action to be carried out, such as the intent to harm. We need to make sure we can distinguish provocations, insults and threats from each other. If we use insults as a threat, we would be going to war 24/7. This is why there is a blurry line. and walzer thinks preemptive attacks can be legitimate in some cases. They are situations in which the the longer you wait the risks are only magnified.
