Tactical definition: coady wants to offer this; has to do with the status of the agents involved. Doesn"t concern the status of the actors but rather the means taken to achieve the means or goals. He doesn"t want to say that states can"t commit terrorism, wants to avoid the idea that states can"t commit terrorism. Four pillars of utilitarianism: consequentialism, agent neutrality, aggregationism (adding up the feelings of what everyone would feel that would be affected in some way by the act of terrorism), hedonism (pleasure is the only good, and worthwhile end) Just war theory jus ad bellum: the right to war, laws to war. Aquinas believed that there were strict rules for people to go to war.
