Lecture 16-18: executives and assemblies: whos who in the executive. The executive is the branch of the government that is responsible for the execution or implementation of policy. Three distinct branches of government can be identified: Judiciaries interpret law; they adjudicate on the meaning of law. Members of executives have been categorized two ways: Is the government of the day, elected in a democracy. Develops legislative proposals, pushes them through the legislature and oversees the implementation of legislation. The bureaucratic-political distinction works better in parliamentary than in presidential systems, and not at all in communist systems. Hierarchal divisions within executive branches (from top to bottom): Head of the state and head of the government. Head of the state: represent the state as a whole. Head of government: perform the functions of the political executive.
