Patrimonial administration: personal agents of monarch, rooted in royal household. Bureaucratic administration- why: more demanding and dangerous warfare, more complex economy and society, democratic pressures. Offices with assigned responsibilities: state sees the need for someone to do these functions, a position is created and given durability (will remain in place, not merely individual holding the position rather an institution. Division of labour: using offices in a way such that there are specialized positions, special positions w different tasks. Hierarchy: flow of power, clearly defined, helps avoid communication problems. Formal rules: personal relationships are minimized, ppl treated equally, know they will be treated equally and know others will, you will know what is required for you to get a raise. Administration- yes, but: implementation, agenda setting and policy advice. Articulating interests- clientelism too far: is serving clients becoming the main interests. Policy stability - even with spoil systems: elected administration can hire top members that support their parties.
