Resources, uncertainty, long time span all explain why states can take risks that private corporations won"t. We need the state avoid a war of all against all. Road to war: generated by equality, scarcity, and uncertainty. Laws of nature (the big three): seek peace; be willing to lay down your right of liberty; keep covenants. Collective rationality > do whats rational for yourself and everyone else. Law of nature: all (mankind) should be preserved as much as may be.
