The state from above and below: the state: domestic order vs international anarchy, multilevel governance, the space within national, provincial/state, local, the space beyond the transnational regions, global order, political interactions across these levels. Confederalism: central authority, created by states delegate limited amount of power to the centre, holding veto power is key, weak comparable to federalism, members capable of withdrawing at any time, common wealth; independent state aka confederations. Confederal alternatives: federations in development, temporary arrangements for mutual defence or cooperation, intergovernmental organizations. 2 distinct levels of govt which : divide the powers of the govt, share sovereignty within the state, according to terms of written constitution, with disputes settled in court.
