All contemporary theorists at least implicitly agree that democracy should ideally satisfy the three-part description. Contemporary politics assumes democracy is a good thing. Most of human history democracy has been almost universally detested. It is sometimes said to not be a name of a political system, but a term of praise. There is no single coherent theory of democracy. There is no political system that could be approved by all those who claim to be in favor of democracy. Democratic theory tensions: idea of majority rule vs democratic consideration for individuals. Democracy complaint: undemocratic=individuals interests/rights treated with insufficient regard.
