Territorial: a state controls over a given territory. Heywood: international view: state as an actor on the world stage. Defined territory: water rights, air rights, etc. Relations with other state: a state is capable of interacting with other states in the state. Effective government: to defend borders and provide necessary services system. External: relates to other states, protects against external challenges.
