External biases are those opinions pushed onto the person by their supporters/financiers/politicans. Yes, they will always bring their own internal biases to the table. Strategic position is how civil servants have both access to information and are able to control its flow to their bosses. Logistical relationship talks about how the bureaucracy often times, even though it is supposed to be subordinate to their boss, can be considered more powerful. Status and expertise refers to the way in which quite often senior bureaucrats are often considered to be more knowledgeable and influential than certain politicians and therefore talk down to/greatly influence the politician. Unchecked bureaucratic power leads to a demise of democracy bureaucrats are unelected.
