Did what ever the monarchs asked them to do. Bound to the monarchs will: rooted in royal household. Bureaucratic administration why: more demanding and dangerous welfare, more complex economy and society, democratic pressures, democracy starts to spur the states to do more, needs to start governing the society effectively. Clearly defined positions with clearly defined responsibilities attached to them: merit-based recruitment, advancement. Assigned people to positions based on qualifications. Have to have demonstrated the task for that position: division of labour. People perform limited functions and become extremely good at the small part rather than taking on the whole: hierarchy. People who posses more power than others creating a chain of power and demand: formal rules. Implementations a: agenda setting and policy advice, policy advice- what politicians know matters, articulating interests- clientism too far, political stability even with spoils system. Not every bureaucracy is the same: french centralization, merit basis, us decentralized, spoils system.
