Nws (nuclear weapon states) agree: not to transfer weapons to the nnws, to begin nuclear disarmament, to help nnws develop nuclear power for civilian use. Belarus (these are countries in the ussr, with the collapse of ussr these countries gave it up) 30+ countries pursued and then abandoned nuclear weapons. New nws don"t seem to spur regional nuclear arms races. Nws have cut back from a high of 80 000 to less than 20 000 weapons.
