Reforms since 1979 led to chinese model- limited poliical pluralism combined with economic liberalism: capitalist incenives- property, privaizaion, developmental state- subsidies, investments, soes, pursuit of export markets, managed foreign direct investment, no democraic pandering. Military: heightened spending, up to level of second-ranked powers-not chasing usa. Sot power": confucius insitutes, global media, internaional aid, debt relief, and low-cost gains. Structural power: limited- naional interest, not global governance. John mearsheimer: china cannot rise peacefully , i am not arguing that chinese behaviour alone will drive the security compeiion that lies ahead. The united states is also likely to behave in aggressive ways .
