Ideologies are commonly related to nationalism, although nationalism is not necessarily an ideology. A nation is a historical, territorial community of belief that is active and culturally distinctive. We would not have nations without states as states create them. Nations themselves don"t perform all four functions of an ideology, but rather they combine with different ideologies. All liberals aim to promote individual liberty and they value it. Religious toleration - when states started to liberalize, the rst thing that was striking/new about them was this. No longer would a state enforce a single religion. Freedom of the press - another new idea, freedom of the press ensured people could criticize the government and speak freely, etc. without fearing punishment.
