Based on a states capacity to: (a) maintain order within borders domestic, (b) protect against external threats international. What we see from the 16th century onward is a long decline in domestic(national) crime and violence: new widespread habits and norms developed that rejected violent crime. 18th-19th centuries: police begin to appear through replacing the military as providers of domestic security: sir robert peel. However, the military still remains relevant in domestic politics: Military: (a) extension of state"s monopoly of violence, (b) an arm of the executive executive power. Can deter or supress rebellion, revolution: responding to challenging popular pressure. Regimes tend to fall when the military ceases to defend it and therefore a regime must appeal to the regime. Military may offer itself as alternative to civilian rule.
