The treaty is already creating an international norm that will further stigmatize nuclear use by the nuclear-armed states. But diplomats from the nuclear-armed countries argue that until the. U. s. and russia meet at the bargaining table, the uk, france, china, israel, india and pakistan will remain part of the nuclear cartel, and they do not need to take further action. Relations between the u. s. and russia are descending quickly to even lower depths of despair.
