Money usually goes up and not down in big parties from local to federal, and a cut of all local nominee funding has to go to the federal level of the party. Very little paid members of the local campaigns. The best volunteers are taken out to the ridings most likely to win. Most volunteers are family or friends of the person running. Local campaigns start from scratch as each year new candidates join which results in a high turnover of volunteers and votes based on the running candidate. Although candidates cannot have a different opinion than the party line unless they want to be dismissed, they choose what issues to highlight. Materials such as yard signs and election swag is usually centrally produced and then sold to candidates for a high price that is most often than not mandatory to buy.
