Lecture 10 municipal governments and local economic development. Local government includes municipaliies and all other government eniies with territories smaller than provinces, their own governing bodies and some capacity for autonomous decision making. Disinct legal eniies: incorporated through legislaion, however no consituional regulaions, authority granted through provincial legislaions. Governing body: controlled by a governing body typically local ciizens. Access to public money: taxes, user fees. Decision-making authority: in at least one are of policy making within deined jurisdicion. Deined territory: people within territory are automaically under governance of that body. Council is the board of directors, mayor is chair. Incorporaion is granted by the province: province been taking more intervenionist approach, forced restructuring through amalgamaion, etc. Single-ier municipality with exclusive authority over deined territory: i. e. separated ciies and amalgamated ciies, city of london surrounded by middlesex county, but completely independent administraively.
