The problem of the great depression for canadian federalism. Greater demand on provinces for education, welfare, etc, but they did not have the financial/economic resources. Basically, provinces had huge policy demand on their constitutents, but did not have the resources to cover their constitutional resources (cid:862)be(cid:374)(cid:374)ett ne(cid:449) deal(cid:863) Idea that federal government can help the provinces. Key example of keynesian economics, with a strong central government being the driving force against economic depression. Ultra vires meaning outside of legal responsibility ruling meant that federal government is unable to provide spending / program development in areas that are under provincial jurisdiction. Cooperative federalism: federal gov would take responsibility for pensions and employment insurance (previously under provincial jurisdiction, federal gov would introduce national health and social programs. Cooperative because there was agreement between the provincial and federal levels. Policy innovations of cooperative federalism: shared cost program. Both federal and provincial levels contribute to funding the program.
