Most people have implicit bias where race is considered; participants harbouring a moderate preference for white and strongest bias comes fro white participants. In the first hundred years of immigration patterns, laws generally gave preference to white people with british origin. In the early 20th century, canada looked for other europeans in hopes to get people with a good agricultural background: 1957 90% of immigrants were british or continental european descent, 2% were from. Multiculturalism means business. the argument that was being advanced was that multiculturalism was a key tool for canada emerging the economy. In the 1980s multiculturalism policy was being framed by government: 1988 canadian multiculturalism act (brian mulroney): it was a solid piece of legislation opposed to a mere official policy. This act replaced the trudeau policy and elevated multiculturalism, stronger legislative basis. It was attacked as a policy that was trying to preserve cultural difference.
