Term federalism derives from foedus - latin for treaty, agreement, pact. Federalism is a political system in which government power an responsibility is dividedbetween a federal legislature and a number of state and provincial legislatures - Federalism is agreement to divide power and respect division. Federalism is unusual-most places are not federalism. We use it because we are big and diverse. In a unitary system, sovereignty trusts with centre or national; government/ all other govs are subordinate. Federal government can overrule decisions of lower governments. In federal system, sovereignty is constitutionally divided between a central government and subnational governments - no subordinate. Articulates the parameters of federalism - designates powers to federal and provincial governments.
