Problems - departments work at cross purposes, contradict each others policies etc i. ii. Dependant upon individual minister - weak minister f. Mandarin - powerful public servants setting government direction overriding political direction of public ministers. Institutionalized - cabinet was site for decision making a. b. c. d. e. f. Goal - pull decision making power away from ministers at the top of their departments. Infuse cabinet w/ ability to make collective decisions. Allowed for formal processes and collective decision making w/in parliament. Want to ensure they meet broader objectives of government as a whole. Individual cm bring proposals to cabinet to be decided upon.
