Internal characteristics: type of state = decision making structure, power = resources, finances, army size. Actor leadership: personal characteristics, perceptions, ideas and expectations. Rational actor model: costs versus benefits, process: Prospect theory: how foreign actors perceive and misperceive risks: consistent and predictable biases, value losses twice as much as they value gains, risk vs. prospect of avoiding losses, short-term over long-term. Groupthink: members of a group go along with ideas of the group, peer pressure, humiliation, ostracization, makes possible riskier extreme choice. History making individuals: great leaders with a great vision, great orators. Domestic determinants: military capabilities, economic system and resources, government type.
