You can have elected monarchs, oligarchs, and democrats. Power to do whatever one wishes for self-preservation: we never really give up the power for self-preservation, we never enter a contract to make things worse. Power to execute laws: it"s part of our duty to god to step in and defend the person being robbed, not our obligation to do someone else"s job in the commonwealth. Problem of not having very clear laws: although we have the ability to reason, etc. not everyone takes the time to think about their decision. Must use judgement in state of nature, but it"s difficult to find impartial judges in state of nature, so we should appoint people with this specific job. Government must be limited: there are obligations and duties between citizens and gov"t. Citizens are obligated to obey laws made by the government.
