Lecture 4: everyone wants to preserve themselves, reason would suggest. Laws of nature help us get along with people. "do not that to another, which thou wouldest not have done to thy selfe" "the laws of nature oblige in foro interno; that is to say, they bind to a desire they should take place: but in foro externo; that is to the putting them in act, not always. Leviathan is an unbeatable monster, all powerful: the sovereign decides, we are now subjects (we have no political power or opinion) In a realist view international law is just a suggestion. International realtion is missing a power above, (a leader, a military: humans are always capable of betray, because people chase desires. In this anarchy we will only keep our promise or our oaths if there is a power above: to make sure they perform there deal. Sovereign powers: executive, judicial, legislative, needs extensive power, makes the rules of propriety.
