Sovereign = individual person, has own interests. Works for common interest but will protect the private good. Private interest is stronger than public interest. Normal people want but then use their reason. Cannot hold power if people are unhappy/poor. Passion incline to be attracted to riches, power and honor. We will choose to do what"s best for us but our ration will tell us otherwise.
