Sovereign will be good in their own best interests. Must promote doctrine - ideas that help commonwealth function. Making good laws for good of people. Rejects idea of talking about bad version of these governments - terms of derision, people will use them to describe governments they don"t like. Can give power to one, few, many. Best gov: convenience, aptitude to produce peace and security of people. Democracy - sovereign and people will be identical. Monarchy is the best form of gov. Sovereign = individual person, has own interests. Works for common interest but will protect the private good. Private interest is stronger than public interest. Normal people want but then use their reason. Cannot hold power if people are unhappy/poor. Passion incline to be attracted to riches, power and honor. We will choose to do what"s best for us but our ration will tell us otherwise.
