Family loyalty, aikos, patriarchy, agthos based on violence. Not able to prove yourself very well. We have all these independent family gorups that will not listen to anyone else - resulting in violence -> we need a sovereign. Traditional civilization: centralized power, independent groups results in violence, creation of ruler (similar to hobbes) - no protection of liberty/equality in this society. > sees this as first step to ideal society. >wants institutions to protect liberty/equality and to allow progress/improvement. Modern civilizations: creates limitations on centralized power and institutions (rule of law/rights) Institutions = allows progress, protects liberty and equality. >praises early reformers ; believes in reform over revolution. Will be subject to this laws and to have rights based on nature. >bentham and mill"s father agrees & thinks this is all that"s needed, mill doesn"t think this is enough, new threats that have been development & is falling short in equality of opportunity.
