Only regionalism if the people in the region politically mobilize for a topic that is important to those within the region: normative political campaign, people assert that their region exists allows them to gain more power. Toronto wants special legislation that just applies to them: believe it is unique region that is getting exploited by the rest of ontario. Share efficiency as we grow larger: as countries grow larger, they develop more advanced cultures.
