The un does not mention peace keeping - simply says that the un is allowed to take such provisional measures as it deems necessary. During the cold war the council was unable to conduct any peacekeeping because states held the power to veto such provisional measures. Peace-keepers were meant to be neutral, position themselves between belligerent forces and oversee cease fires. After cold-war international community turned to peacekeeping to respond to conflicts within states.
