Not great for problem-solving but also not insignificant. Construction of the un was an attempt at cooperation between superpowers; When the league of nations failed, the un was formed. States feel obligated to justify their actions. States may use the un to legitimize their actions. Agreements and principals that are a foundation of the un give states something to fall back on. States hesitate to withdraw from the un even when actions are contrary to national interest. See more and different interactions i. e. statebuilding. New peacekeeping missions didn"t lead to greater effectiveness in stopping conflict e. g. bosnia.
