Takes place when judgements of some kind of practice are different on the outside than on the inside. If we look at a practice from the outside we may judge it, however the person actually doing the practice may see it completely differently. Fgm is the rite of passage from girls to womanhood. Girls get together around age 10, learn how to behave properly, learn important things about their community and religion, and learn that once they are circumcised the community will owe responsibilities to them as well. Committing to their "age mates" that they will look after each other like a family. The elders claim that circumcision is important to their culture; critical to their being as a community. Fgm is "culturally relevant and they need it to promote their cultural and religious values. " Strong cultural relativism: culture is important, but there are other things that determine the validity of rights.
