Federalism = the interaction between di erent levels of government: canada = central government and the provinces. Territories = federal: in reality, territories function like provinces and have quite a bit of autonomy. They do not have the legal status of provinces though. Cities = provincial: provinces have created cities through legislation, each provinces gets to set the framework and guidelines for how municipalities will function. Levels of government are highly interdependent one each other and they share a lot of responsibilities: e. g. , health care, education, welfare, transportation, the environment, economic development. These are the major responsibilities of our federal government and in these policy there is over lap. The federal government has to share responsibility with the provinces. This means there is often spill over with the jurisdiction. Both governments must coordinate in order to make a change to policy. A system in which political authority is divided between two or more constitutionally distinct orders or levels of government.
