Breakthrough because decades before had multiple failures of climate change negotiations. 2017 was one of the worst years for hurricanes. The past 5 years have been the hottest 5 years. No question about climate science or human causes - we are facing unprecedented challenge to human civilizations. Deadline 2018 - in when some of the rules can be implemented. Most have developed domestic plans but are waiting for implementations to be worked. Differentiation: should poorer countries have the same responsibility as rich countries. Developing countries do not want to lower emissions because it will affect their economy. Western countries have political victory so they are arguing that differentiation is over so they should. Countries are scared that they are going to do too much and other countries are not going to do enough - costly. Delegates: people from ministry of environment, international lawyers, extremely rare for academics to be included.
