In 1800s and early 1900s, psychiatric, learning and developmental disabilities were lumped together and were seen as a medical problem. Families were encouraged to send their loved ones to an institution to seek care. Eugenics movement: this tried to control groups of people who were thought of as inferior. People who followed this thought those with disabilities were causing many social problems and needed to be removed from society.
